How College Students in California Can Get Food Stamps

A policy change in California makes it easier for higher-education students to get monthly food assistance.
 

What Changed for California Students?

Previously, college students enrolled at least half-time often faced strict restrictions when applying for CalFresh—California’s version of the Supplemental Nutrition Assistance Program (SNAP).

To qualify, they usually needed specific exemptions, such as working at least 20 hours a week, participating in federal work-study, or raising a child.

Under the updated rules, students enrolled at least half-time in degree programs at California Community Colleges, California State University (CSU), or University of California (UC) campuses can use their enrollment status directly as an exemption path.
 

Who Qualifies for CalFresh?

While the new policy removes a major obstacle, students must still meet general CalFresh guidelines:

• Income & Household Limits: Applicants must meet standard low-income criteria based on household size and expenses.
• Living Situation: Students under 22 living with their parents must generally apply together as one household rather than as individuals.
• Campus Meal Plans: Having a comprehensive campus meal plan may affect the total benefit amount.
• Other Exemptions: Students at non-qualifying institutions can still qualify through traditional pathways, such as working 20 hours per week, receiving CalWORKs, or participating in eligible employment training programs.

Students can submit an application through the following channels:

• Online: Visit the official California benefits portal at BenefitsCal.
• By Phone: Call the CalFresh info line at 1-877-847-3663.
• In Person: Contact or visit a local county social services office.
• On Campus: Many universities and colleges offer basic needs support and staff to assist with the CalFresh application process.

Approved households receive monthly food funds loaded directly onto an Electronic Benefit Transfer (EBT) card, which can be used like a debit card at participating grocery stores and farmers' markets.

The exact monthly amount varies depending on household size, countable income, and eligible living expenses.
